Binh Son Refining and Petrochemical Joint Stock Company (BSR), formerly known as Binh Son Refining and Petrochemical One-Member Limited Liability Company, was established on May 9, 2008, under Decision No. 1018/QD-DKVN of Vietnam Oil and Gas Group (PetroVietnam). BSR is entrusted with the responsibility of receiving, managing, and operating the Dung Quat Refinery, playing a reopening role and laying the foundation for the development of Vietnam's petrochemical refining industry. It is also a training ground for high-quality human resources in this field.

1977 - 1991
The Government has advocated to form a strategy to build the refining - petrochemical industry to serve the development of the country.
1992 - 1996
After the project of the Complex of Refining and Petrochemicals in Tuy Ha City encountered obstacles, the government continued to prepare for the construction of the first oil refinery in Vietnam under the direction of the Government. The survey and research on selecting the site for the factory are carried out in many areas along the coast of Vietnam
1997 - 1998
After the foreign partners withdrew from the project, under the direction of the Government, the Vietnam Oil and Gas Corporation continued to prepare the detailed feasibility study for the No.1 Refinery Project under the Vietnamese plan. self-invest. The feasibility study thesis was carried out during the period from January 1997 to the end of March 1997 with the participation of the Ministry of Planning and Investment, the Ministry of Transport, the Ministry of Construction, the Ministry of Finance, Ministry of Science - Technology & Environment, Ministry of Defense, Ministry of Industry, Government Office and People's Committee of Quang Ngai Province.
1999 - 2003
On August 25, 1998, the Government of Vietnam and the Government of the Russian Federation signed the Intergovernmental Agreement on the construction and operation of oil refinery No. 1 in Dung Quat. Accordingly, the two governments agreed to assign the Vietnam Oil and Gas Corporation (PVN) and the Russian Federation of Foreign Economic Affairs (Zarubezhneft) to jointly act as the investor of the project.
2003 - 2005
On February 12, 2003, PVN established Dung Quat Oil Refinery Project Management Board to implement the project of building oil refinery according to Vietnam's self-invested plan.
2005 - 2010
On August 24, 2005, the EPC Contract 2+3 including crude oil storage tanks, product pipelines, storage tanks and product export ports was signed by PVN with TPC. EPC Contract 2+3 is agreed by the parties as an addendum to EPC Contract 1+4. On September 21, 2005 EPC contract 2+3 came into effect. Before that, on June 17, 2005 the Prime Minister issued Decision No. 546/QD-TTg on adjustment of Dung Quat Oil Refinery Investment Project. The total investment of the project under Decision 546/QD-TTg is USD 2,501 billion excluding financial costs.
2011 - now
This is the first phase of BSR company self-managing and operating Dung Quat oil refinery. Over the past 5 years, the operation of plant equipment has very complicated technical requirements, requiring the self-improvement of a team of engineers and technical workers to master the technology. poses many challenges for the workforce; There have been unprecedented incidents and technical situations in production operation.
