Petrovietnam Takes the Lead in Expanding Energy Cooperation

Within the framework of the State visit to the Republic of Azerbaijan from May 7 to May 8, 2025, General Secretary To Lam and President of the Republic of Azerbaijan Ilham Aliyev witnessed the ceremony of handing over cooperation documents between Vietnam and Azerbaijan. Among these, the Vietnam National Industry and Energy Group (Petrovietnam) and its subsidiaries exchanged important cooperation documents in the energy sector.

Building on the remarkable achievements of bilateral relations over the past 33 years, and based on shared trust and a vision for a prosperous future, General Secretary of the Communist Party of Vietnam Central Committee To Lam and President of Azerbaijan Ilham Aliyev agreed to adopt a Joint Declaration to elevate the Vietnam - Azerbaijan relationship to a Strategic Partnership.

The Vietnam–Azerbaijan Strategic Partnership aims to elevate bilateral relations to a new level on both bilateral and multilateral fronts. This upgrade will enhance and reinforce existing bilateral cooperation mechanisms while paving the way for new frameworks to deepen collaboration between the two nations.

General Secretary To Lam and President Ilham Aliyev witness the signing of a Memorandum of Understanding on oil and gas exploration and production, technical services, and training between the Vietnam National Oil and Gas Group and the Ministry of Economy of Azerbaijan.

At the event, General Secretary To Lam and President Ilham Aliyev also observed the signing of several cooperation documents. Among them, Petrovietnam and the Ministry of Economy of Azerbaijan signed a Memorandum of Understanding on oil and gas exploration and production, petroleum technical services, and training programs.

Additionally, Binh Son Refining and Petrochemical Joint Stock Company (BSR) - a Petrovietnam subsidiary and the Ministry of Economy of Azerbaijan signed a Memorandum of Understanding on the long-term supply of crude oil to the Dung Quat Refinery. The agreement was made between BSR, PetroVietnam Oil Corporation (PVOIL), and SOCAR Trading Singapore.

Since 2009, Petrovietnam subsidiaries PVOIL and BSR have signed multiple agreements and contracts with SOCAR Trading SA - a subsidiary of SOCAR for the supply of Azeri crude oil to the Dung Quat Refinery.

From 2010 to the end of January 2025, SOCAR Trading Singapore (a branch of SOCAR Trading SA in Singapore) has delivered 35 cargoes of Azeri crude oil to the Dung Quat Refinery, totaling nearly 31.7 million barrels, equivalent to approximately 4.34 million tonnes, with a total value of around USD 2.55 billion.

In the field of training, since 2010, Petrovietnam has signed long-term training agreements with the Institute of Geotechnical and Chemical Oil and Gas Problems under the Azerbaijan State Oil and Industry University. Between 2010 and 2024, the two sides have jointly organized 27 technical training programs for Petrovietnam engineers both in Azerbaijan and Vietnam. In 2025, a specialized technical training program on drilling technology is scheduled to be held in Vietnam.

Under the framework of the Strategic Partnership, Vietnam and Azerbaijan will continue to deepen cooperation across a wide range of fields to ensure practical benefits for their peoples and contribute to peace, stability, cooperation, and prosperity in the region and the world. Areas of focus include political and diplomatic relations; economic, trade, energy, agriculture, environmental, and transport cooperation; as well as defense and security; education and training, judicial collaboration, culture, tourism, and people-to-people exchanges.

The important cooperation documents exchanged between Petrovietnam, its subsidiaries, and Azerbaijani enterprises mark a concrete step toward realizing and reinforcing the Vietnam–Azerbaijan Strategic Partnership. These agreements also unlock new potential for collaboration in the next phase of development. This represents a significant move in Petrovietnam’s long-term development strategy as the country advances into a new era.
