From Quang Ngai Province, the Congress was honored to welcome Ms. Bui Thi Quynh Van – Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Chairwoman of the People's Council of Quang Ngai Province; Mr. Nguyen Hoang Giang – Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Quang Ngai province; Ms. Dinh Thi Hong Minh – Deputy Secretary of the Provincial Party Committee, along with other members of the Standing Committee, provincial authorities, and representatives of departments and agencies. 

Representing the Vietnam National Industry and Energy Group (Petrovietnam) were Mr. Tran Quang Dung – Standing Deputy Secretary of the Party Committee of the Group; Mr. Bui Minh Tien – Member of the Standing Committee and Member of the Board of Directors; and Mr. Le Xuan Huyen – Member of the Standing Committee and Vice President of Petrovietnam, as well as representatives of the Party Committee and various specialized departments.

From BSR, attendees included Mr. Bui Ngoc Duong – Member of the Petrovietnam Party Executive Committee, Secretary of the BSR Party Committee, and Chairman of the Board of Directors; Mr. Nguyen Viet Thang – Deputy Secretary of the BSR Party Committee, and President & CEO, along with members of the Board of Directors, the Board of General Directors, the 2020 - 2025 Party Executive Committee, official delegates from affiliated Party cells, and invited guests.

Overcoming Challenges, Breaking Through, Affirming the Pioneering Position

Presenting the performance report, Comrade Bui Ngoc Duong highlighted BSR’s solid growth in the past term. Production reached 34.3 million tons, exceeding the plan by 6.7%, while sales reached 33.97 million tons, surpassing targets by 5.6%. Refining capacity utilization rose from 114% to 118%. Notably, BSR optimized its product mix, increasing the share of Mogas 95 from 65% to 80%, meeting the evolving demands of the market. Additionally, the company improved energy efficiency, reducing its EII (Energy Intensity Index) from 106% to 101%, contributing to cost savings and enhanced competitiveness.

BSR also made substantial contributions to the state budget, with total tax payments of VND 73,912.7 billion over five years - exceeding the target by 43.1% and accounting for approximately 52% of Quang Ngai Province’s total budget revenue. Pre-tax profit reached VND 34,025.6 billion (479.8% above plan), and post-tax profit reached VND 31,614.4 billion (467.1% above plan).

BSR successfully conducted major turnarounds in 2020 and 2024, maintained 50 million safe man-hours, and independently sourced 282 million barrels of imported crude. The company enhanced corporate governance, digital transformation, and maintained production under all scenarios, even during oil price volatility and the COVID-19 pandemic.

Party building work also saw positive results, with over 90% of members and organizations rated well-performing or higher. The Party Committee showed strong leadership across political, production, and corporate governance tasks.

For 2025 - 2030, BSR sets key targets: total output and sales of 33.58 million tons, revenue of VND 608 trillion, pre-tax profit of VND 9.67 trillion, and tax contribution of VND 69.2 trillion. The company aims for ROE of 6% per year and continued Party building with over 90% rated well-performing or better.

2025 - 2030: Comprehensive Transformation toward Greater Aspirations

Comrade Tran Quang Dung emphasized the need for innovation and digital transformation to boost BSR’s competitiveness. He highlighted the importance of developing human resources and completing key projects like the Dung Quat Refinery Upgrade and Expansion, which lays the foundation for BSR’s transformation.

Comrade Nguyen Hoang Giang acknowledged BSR’s vital role in Quang Ngai’s development, contributing over VND 110 billion to local social welfare in the past term. He affirmed the province’s commitment to facilitating the refinery expansion project, set to begin in June 2025 and complete by 2028.

With a spirit of democracy and responsibility, the Congress elected the 7th BSR Party Committee (2025 - 2030) comprising 17 members. At the first session, the Committee elected a Standing Board of five members. Comrade Bui Ngoc Duong was elected Party Secretary; Comrades Nguyen Viet Thang and Khuong Le Thanh were elected Deputy Secretaries. Comrades Tran Thai Bao and Cao Tuan Si were elected to the Standing Board. The Party Committee’s Inspection Commission was also elected with five members, and Comrade Tran Thai Bao was appointed as Head of the Inspection Commission.
