BSR Strengthens Cooperation to Supply Petroleum Products to the Lao Market

On July 8, 2025, at the Dung Quat Refinery, a working delegation from Somvanchaleun Petroleum Co., Ltd. (Lao People's Democratic Republic) paid a visit to Binh Son Refining and Petrochemical Joint Stock Company (BSR) to discuss cooperation in transporting and distributing petroleum products from the Dung Quat Refinery to the Lao market.

Welcoming the delegation were Mr. Bui Ngoc Duong – Chairman of the Board of Directors of BSR; Mr. Nguyen Viet Thang – President & CEO of BSR; members of the Board of General Directors, the Refinery’s leadership, and heads of the professional expertise division. Representing Somvanchaleun were Mr. Angtaen Sydavong – General Director; Mr. Santha Sydavong – Deputy General Director; and representatives from the company’s branches and functional units.

At the meeting, Mr. Bui Ngoc Duong – Chairman of BSR’s Board of Directors – expressed his honor in welcoming the delegation from the Lao partner. He emphasized that the cooperation between BSR and Somvanchaleun would open up promising opportunities in ensuring a stable fuel supply for the Lao market while expanding BSR’s regional market footprint. The Chairman welcomed the cooperation initiative and affirmed that BSR would conduct thorough research and propose optimal solutions to ensure safe, stable, and effective petroleum supply to Laos.

During the working session, both sides engaged in open dialogue regarding potential cooperation in the consumption of products produced by the Dung Quat Refinery, product quality, and the necessary procedures for Somvanchaleun to receive goods via land transport at the refinery, along with several related matters.

Speaking at the meeting, Mr. Nguyen Viet Thang – President & CEO of BSR – emphasized: "BSR attaches great importance to the Lao market and sees it as a strategic direction aligned with Vietnam’s comprehensive and in-depth international integration policy as outlined in the Politburo’s Resolution No. 59-NQ/TW. The cooperation with Somvanchaleun reflects BSR’s commitment to delivering high-quality products to the Lao market in a stable, sustainable, and efficient manner. This partnership not only brings tangible benefits to both enterprises but also contributes to strengthening the traditional friendship and comprehensive cooperation between Vietnam and Laos.”

Somvanchaleun representatives also expressed their desire for BSR’s continued support and coordination in transporting other products beyond traditional fuels, such as Jet A1 aviation fuel and liquefied petroleum gas (LPG), for export to Laos. This would not only help expand BSR’s market reach but also contribute to ensuring a stable fuel supply for Laos, in line with national energy security goals.
