A New Milestone in the Strategic Partnership between PVCFC and BSR
The signing of a Memorandum of Understanding (MOU) between Petrovietnam Ca Mau Fertilizer JSC (PVCFC) and Binh Son Refining and Petrochemical JSC (BSR) on October 1, 2025, marks a significant milestone, opening up new opportunities for comprehensive collaboration between the two enterprises.
The ceremony was witnessed by Mr. Lu Van Hung - Member of the Party Central Committee and Head of the National Assembly Delegation of Ca Mau Province; Mr. Huynh Chi Nguyen - Vice Chairman of the People’s Committee of Ca Mau Province; and Mr. Le Manh Hung - Chairman of the Members’ Council of the Vietnam National Industry - Energy Group (Petrovietnam).


Over the past 17 years, BSR - the operator of the Dung Quat Refinery - has affirmed its key role in the petrochemical industry, making major contributions to national energy security and the state budget. Meanwhile, with over 14 years of growth, PVCFC has become a leading fertilizer producer, accompanying millions of farmers nationwide. Originating from a petrochemical foundation, PVCFC continuously researches and applies advanced technologies to provide high-quality crop nutrition products, contributing to a green, sustainable agricultural sector and ensuring national food security.

At the signing ceremony, Mr. Van Tien Thanh – President & CEO of PVCFC - emphasized that under Petrovietnam’s direction to strengthen collaboration among member units and foster new growth momentum, PVCFC and BSR have held multiple working sessions to explore areas of potential cooperation.
He stated: “Today’s signing marks the beginning of a deeper and more comprehensive partnership. In line with the Group’s strategy to establish an eco-industrial energy hub in Ca Mau, PVCFC and BSR will continue to actively seek effective cooperation opportunities in the near future.”

Mr. Bui Ngoc Duong - Chairman of the Board of Directors of BSR – expressed his belief that the signing of this MOU will enable both sides to leverage their strengths, optimize resources, and enhance operational efficiency, especially in developing green investment projects.
Under the MOU, both companies will strengthen experience sharing, jointly research and apply new technologies, and fully utilize their advantages in production, supply, and services. The cooperation also opens up prospects for innovation, new product development, and sustainable business solutions aligned with the trends of green and digital transformation.
The event was highly commended by Mr. Le Manh Hung - Chairman of the Members’ Council of Petrovietnam - who appreciated the proactive cooperation spirit of both enterprises. The leaders of PVCFC and BSR affirmed their determination and commitment to implement the MOU substantively, ensuring tangible and effective outcomes in the coming period.
